Organization Description

Based in Roanoke, the non-profit Local Environmental Agriculture Project (LEAP)’s mission is to nurture healthy communities and resilient local food systems. LEAP programs provide market outlets for local farmers, improve access to local food, increase affordability of fresh produce and support the growth and development of food-based businesses. LEAP also works regionally and statewide as the co-lead of Virginia Fresh Match, a statewide nutrition incentive network and brand (www.VirginiaFreshMatch.org).

Position Description
This position will provide grant program management for a USDA Food Insecurity Nutrition Incentive (FINI) grant-funded project and will also support LEAP’s community based grants and programs. The Virginia Fresh Match (VFM) FINI project propels significant statewide growth, implementing SNAP nutrition incentives at 80+ farmers market and grocery retail sites in Virginia. VFM, a statewide brand and network, doubles the value of SNAP at point-of-sale. The goal is to improve dietary quality of participating SNAP consumers by increasing fruit and vegetable (F&V) purchases and consumption. Over 3 years, this project will increase F&V purchases for 35,000 SNAP households with $1.022M in incentives. Major benefits are capacity-building for 8 regional organizations; 750+ Virginia farmers increasing sales; new evidence regarding impact on F&V consumption; and a replicable operational model. The project objectives center on increasing knowledge of nutrition incentives, increasing F&V purchases by SNAP households, increasing F&V consumption by Virginia Fresh Match participants, and increasing sales of locally grown F&V. The project grant manager will design, track, and analyze grant outcomes and impacts in collaboration with the FINI Project Director. The objectives of Virginia Fresh Match and LEAP programs have a special focus on local food access and affordability using place-based initiatives and community-based practices. The ultimate aim of this position is to generate positive, substantive impact on the development of equitable and sustainable food systems and agricultural economies in regions throughout Virginia.


  • Receive, verify, and compile reports from FINI subaward organizations
  • Collect and analyze incentive data from subaward organizations
  • Support subawards, grocery retailers, farmers markets on data collection and evaluation
  • Provide training on and technical assistance with FMTracks (data collection software) to subawards
  • Compile, analyze, and support in submittal of required reports
  • Work with FINI and Virginia Fresh Match evaluators on data collection and analysis
  • Support FINI Project Director, Virginia Fresh Match co-lead, and regional leads to further the impact and improve the efficiency of the Virginia Fresh Match network
  • Create impact statements and organize data in meaningful way to highlight the work of Virginia Fresh Match and LEAP programs

Required Qualifications

  • Grant project management experience
  • Bachelor’s degree
  • Strong oral and written communication skills
  • Knowledge of local foods, nutrition incentives, and/or sustainable agriculture concepts and initiatives
  • Experience developing impact statements
  • Involvement with grants, government contracts, funded research projects, and knowledge of related policies and procedures
  • Experience working independently as well as in a team of diverse stakeholders, market managers, community organizations, and faculty and undergraduate students from a variety of disciplines
  • Proficiency with multiple software programs (e.g., project management, Microsoft Office Suite, FMTracks, etc.)

Preferred Qualifications

  • Previous grant management work with non-profit organization and/or broad-based coalition
  • Experience facilitating meetings with members in multiple locations
  • Experience with financial management and reporting
  • Experience with interdisciplinary teams
  • Experience with web and video development

Position Description

  • Assist the FINI Project Director in managing and executing the grant management plan and activities for the Virginia Fresh Match FINI grant and other LEAP community based efforts.
  • Communicate and maintain good relations with FINI stakeholders, FINI subawards and contracts, community organizations, small businesses, local farmers, and community members.
  • Develop a framework for documentation, evaluation, and analysis of information generated via meetings and research.
  • Create timelines, keep records, monitor deadlines and budgets, and track progress and impacts throughout the lifetime of the grant.
  • Perform reporting and administrative duties necessary to support the Project Director and ensure the flow of production and communication.
  • Assist LEAP’s FINI Grant Project Director in grant evaluation efforts annually.
  • Assist LEAP team members with local data collection, evaluation and reporting for community-based grants.
  • Streamline LEAP’s internal data, evaluation and reporting processes
  • Support LEAP team members and Virginia Fresh Match co-leads to explain the impact of Virginia Fresh Match and LEAP programs via outward facing materials

Appropriate areas of disciplinary expertise/background

  • Foodsheds, community food systems, nutrition incentives, farmers markets, and related concepts.
  • Interventions related to changing food systems and diets, including health promotion, behavior change, economic and policy interventions.
  • Access to and demand for healthy and sustainably produced food, including analysis of the
    health impacts of increasing access to healthy food choices.
  • Economic, racial, social, health and environmental implications of current public and private food system structures and practices.
  • Benefits and challenges of community involvement in food system improvement


This is a largely grant funded position for a 3-year grant. Hiring contingent on grant award. Full-time position, salary range from $30,000-$33,000.
